Patrick Ryan

Patrick Ryan is Public Policy & Government Relations Senior Counsel for Free Expression and International Relations at Google. Before joining the international relations team, Patrick led the global policy strategy for Google’s cloud computing platform and now coordinates Google’s engagement the Internet Governance Forum and other international governance fora. In addition, Patrick holds an appointment as a senior affiliated researcher with the Katholieke Universiteit Leuven in Belgium, and maintains an affiliation with the University of Colorado, where he was previously the faculty director for the Interdisciplinary Telecommunications Program. Prior to joining Google, Patrick was a lawyer in private practice and advised companies on the deployment of next-generation networks, international investment, and intellectual property. He has authored or co-authored more than twenty law-review articles on topics ranging from wireless spectrum policy and Internet regulation to tort law reform. Patrick received a JD with Honors from the University of Texas, an M.B.L in international business law from the Universität St.Gallen, and a Ph.D. from the Katholieke Universiteit Leuven. He is married with two children, and speaks Spanish, French and German.
